Privacy Policy
Cebu Alerts is an unofficial community alert service in Cebu. We share power interruption and other public advisories. We are not affiliated with Visayan Electric, MECO, CEBECO, MCWD or any government agency.
This policy explains what personal information we collect, why, and your rights under the Philippine Data Privacy Act of 2012 (Republic Act No. 10173).
1. Who is responsible for your data
Janelin Roca Hisoler, operator of Cebu Alerts, Cebu, Philippines.
Data Protection Officer: Janelin Roca Hisoler — cebualerts.help@gmail.com
2. What we collect
We collect information only through our optional sign-up form. Every question is optional except your city or municipality.
| Information | Why we ask |
|---|---|
| City / municipality (required) | To send alerts for your area |
| Barangay | To send more precise, area-specific alerts as we grow |
| Whether you own or manage a business, and the type of business | To share tips and information useful for businesses |
| Mobile number and/or email (only if you join the waitlist) | To tell you when SMS/email backup alerts start, and then to send them |
We do not collect government ID numbers, health information or other sensitive personal information.
Viber Community: when you join, Viber shows us your Viber display name, as it does for any member. We do not copy or store it. Viber's own privacy policy covers how Viber handles your data.
This website: the barangay lookup page does not ask for or collect personal information, and we do not use advertising cookies. We count visits with a cookieless tool (Umami) and with Google Analytics, which sets cookies in your browser to count visitors and see how they find this site. Neither is used to identify you personally. You can block or delete these cookies in your browser settings, or use Google's opt-out add-on (tools.google.com/dlpage/gaoptout). It remembers the city and barangay you last picked in your own browser only; it is never sent to us.
3. How we use your information
- To send power, water, weather and other public alerts for your area
- To organize members into area-based communities as we grow
- To produce anonymous, combined statistics (for example, "40% of members are in Mandaue"). These never identify you.
- Only if you tick the separate box: to tell you about new services we launch. You can say no and still receive every alert.
We do not sell, rent or trade your personal information.
4. Legal basis
We process your information based on your consent, which you give by submitting the form and ticking the consent box. You can withdraw consent at any time (see section 7).
5. Who can see your information
- The operator of Cebu Alerts
- Service providers that store or deliver data for us, only for the purposes above:
- Google (Forms and Sheets), to store form responses
- Umami, which counts page visits and clicks on this website without cookies. It does not store your IP address or identify you
- Google Analytics, which counts page visits and traffic sources on this website using cookies, under Google's own privacy policy
- GitHub, which hosts this website and may keep standard server logs, such as IP addresses, under its own privacy policy
- SMS or email delivery providers, once backup alerts start
Some of these providers store data on servers outside the Philippines. We use only providers that apply reasonable security measures. We disclose information to authorities only when the law requires it.
6. How long we keep it
- We keep your information while you use our alerts.
- If you withdraw consent or ask us to delete your data, we delete it within 30 days.
- If we stop the service, we delete all personal information within 90 days.
- Anonymous statistics may be kept because they cannot identify you.
7. Your rights
Under the Data Privacy Act, you have the right to:
- Be informed about how your data is used (this policy)
- Access the information we hold about you
- Correct inaccurate information
- Object to processing, or withdraw consent
- Have your data erased or blocked
- Data portability: get a copy of your data in a common format
- Claim damages if unlawful processing harms you
- File a complaint with the National Privacy Commission (privacy.gov.ph)
To use any of these rights, email cebualerts.help@gmail.com or message us in the Viber Community. We reply within 15 days.
To stop SMS alerts, reply STOP. To stop emails, use the unsubscribe link in any email.
8. Security
Only the operator can access form responses. We protect our accounts with strong passwords and two-step verification, and we do not keep copies on shared or public devices. If a data breach is likely to harm you, we will notify you and the National Privacy Commission as the law requires.
9. Age
Our service is intended for people 18 and older. If you are under 18, please do not submit your phone number or email.
10. Changes to this policy
If we change this policy, we will post the new version on this page with a new effective date and announce major changes in the Viber Community.
